Objection to Inter-Basin Transfer: Telangana has raised a strong objection to the Andhra Pradesh government’s attempts to divert Krishna River water to other basins, such as the Penna basin, without fulfilling the requirements of the Krishna basin itself. Telangana ENC (General) Ramesh Babu addressed a formal letter to the KRMB Chairman, demanding an immediate halt to these activities. The complaint highlights that AP is moving forward with irrigation projects in violation of established water-sharing norms and the Bachawat Tribunal Award.
Allegations of Unauthorized Projects: The Telangana government alleged that Andhra Pradesh has granted administrative sanctions worth ₹47,776.50 crore for various works intended to divert an additional 114.75 TMC of water. The letter specifically names the capacity enhancement of the Pothireddypadu Head Regulator, the Rayalaseema Lift Irrigation Scheme, and projects like Handri-Neeva, Galeru-Nagari, and Telugu Ganga. Telangana argues that under the AP Reorganisation Act-2014, any new project requires mandatory clearance from the KRMB, the Central Water Commission (CWC), and the Apex Council—none of which have been obtained for these works.
Concerns Over Board’s Neutrality: In its complaint, Telangana expressed frustration over the KRMB’s perceived lack of responsiveness. The state noted that while the Board acts swiftly on complaints filed by Andhra Pradesh regarding Telangana’s projects, it has largely ignored numerous grievances filed by Telangana since 2021 regarding AP’s violations. Telangana clarified that its own ongoing works are not “new projects” but are those proposed during the era of the united state, unlike the recent administrative approvals granted by the current AP government.
