CM Chandrababu shares his bold vision for Andhra Pradesh at CII Summit in Delhi..

New Delhi, May 30, 2025: In a visionary address at the Special Plenary Session of the Annual Business Summit 2025 in New Delhi, Andhra Pradesh Chief Minister N. Chandrababu Naidu unveiled a bold development agenda to transform the state into a $2.4 trillion economy by 2047. Inviting industry leaders to participate in the Swarna Andhra Vision 2047, the Chief Minister called for deeper collaboration in innovation, infrastructure, and inclusive growth. The Members of CII responded positively to the invitation of the CM.
“For over three decades, you’ve understood and engaged with my vision and knowledge. Back in the mid-1990s, CII was still an emerging platform, struggling to find relevance in India. I was often cautioned that associating with industrialists or global forums like Davos would tarnish my image and cost me votes. Despite these warnings, I continued to visit Davos whenever I held office—from 1995 onwards—even though many Chief  Ministers at the time did not,” he recalled.
Entrepreneurs generate wealth, and with it, we can implement impactful welfare programs, he said. During the years when the CII Partnership Summit was held in Hyderabad, it brought immense visibility and investment. “Now, I seek your support to bring investment to Andhra Pradesh so we can continue creating wealth. We are at a truly inspiring moment in time, Chandrababu Naidu said.
The economic reforms initiated by P.V. Narasimha Rao changed India forever. Today, many of the world’s achievers are Indians—about 30% of them Telugus. India is poised to serve the global community for centuries to come. Technology has matured, and the world is moving forward rapidly with developments in AI, quantum computing, wearables, CCTV, and drones. If real-time data can be harnessed effectively, India, with its pool of outstanding entrepreneurs, can lead this revolution.
“We are fortunate that at this critical juncture, we have the right leader—Prime Minister Narendra Modi. Today, India is the fourth-largest economy. We will soon become the third-largest. But from this point on, the real competition begins—with China and the USA. The industry must prepare to meet this challenge,” he noted.
Public Policy & Product Excellence
Sound public policy is the foundation for leapfrogging development. At the same time, we must strengthen our ability to produce globally competitive products. In the early days, I focused on IT products, not just data entry. The next ten years will be transformative—if we make the right moves today.
During my tenure in United Andhra Pradesh, we built a thriving ecosystem, especially in Hyderabad, which now contributes 70% of the region’s income.
Amaravati: A Vision for the Future
“Destiny has allowed me to build a greenfield capital—Amaravati. I invite you all to become partners in this historic journey. Under the transformative Swarna Andhra Vision 2047, we aim for more than 15% annual growth, reaching a $2.4 trillion economy with a per capita income of $42,000 by 2047—making Andhra Pradesh one of India’s most prosperous and inclusive states,” the Chief Minister said.
India’s first Quantum Computing Centre will be operational in Amaravati by January 2026. I invite you to make use of this facility. With TCS, IBM, and L&T as partners, this ecosystem will drive breakthroughs in health, energy, cryptography, and manufacturing by uniting startups, academia, and industry leaders,” CM added.
Fast-Tracking Industrial Investment
Andhra Pradesh is now a preferred investment destination. Some key investments include: ArcelorMittal Steel Plant, Anakapalli – ₹1.43 lakh crore, BPCL Refinery, Ramayapatnam – in partnership with Saudi Aramco, TCS Facility, Visakhapatnam – ₹1,370 crore, 12,000 jobs, and LG Electronics, Sri City – ₹5,000 crore, 10,000 jobs.
We are in discussions with global players like Google, and I assure you—once you commit, site allocation and permissions will be done in record time.
Green Energy Leadership
Under our Integrated Clean Energy (ICE) Policy 2024, Andhra Pradesh is leading the green transition, targeting 160 GW renewable capacity and ₹10 lakh crore in clean energy investments by 2029, contributing significantly to the national 500 GW target.
Major projects include: NTPC–NREDCAP JV in Visakhapatnam – ₹1.85 lakh crore investment for one of India’s largest green hydrogen hubs, AM Green Ammonia, Kakinada – 1 MMTPA green ammonia plant based on green hydrogen and Downstream industries will be encouraged, and our vast port network will ensure efficient exports.
High-Tech Corridor & Infrastructure
Close to Bengaluru, in Rayalaseema, we are developing a Hi-Tech Industrial Corridor from Lepakshi to Orvakal, focused on drones, defence, satellites, and automobiles. Within a year, this corridor is expected to attract ₹5 lakh crore investment and create 4.5 lakh jobs.
We are integrating ports, airports, inland waterways, and highways to reduce logistics costs. We also boast rich mineral wealth, tourism potential, and innovation hubs like the Ratan Tata Innovation Hub. Our hub-and-spoke model will empower industries to lead.
P4: Public-Private-People Partnerships
In the 1990s, I initiated India’s first wave of infrastructure reforms through PPP models in power, telecom, roads, and ports. While they brought development, they also increased disparities.
We must now treat people as capital, not liabilities. I come from a middle-class farming family. Visionaries like Ambedkar and Abdul Kalam achieved greatness because someone believed in them. I urge India’s top 10% wealth creators to mentor and handhold the bottom 20%. This is the essence of responsible capitalism.
Global Leadership Centre in Amaravati
I seek your support in establishing a Global Leadership Centre in Amaravati to train entrepreneurs and political leaders. I’ve always included CII delegations in my global visits.
Within five years, Andhra entrepreneurs were known as Andhrapreneurs—admired and envied.
Now it’s time to show that every Indian is a world-class entrepreneur. Leadership—whether political or entrepreneurial—must be nurtured.
Flexible Working, Skilling & Health
Over 5 lakh people in Andhra Pradesh are working remotely today. Whether white-collar or blue-collar, flexible models are thriving.
I established ISB when few understood its significance. Now, I invite every one of you to bring at least one industry to AP. We have a great nation, a great leader in PM Modi, and this is a great moment.
Questions & Discussion
On Human Capital:
Skill development is key. We’re working with the Bill & Melinda Gates Foundation in Kuppam to integrate AI into healthcare and establish real-time medical monitoring. We can implement district-wide solutions within six months. CII is collaborating with us to scale up skilling efforts.
On Sustainability & Water:
Droughts and floods co-exist. We supported the Golden Quadrilateral under Vajpayee, and now PM Modi is leading the river interlinking projects. Linking 200–300 TMC of water can revolutionize agriculture.
On Rural Prosperity:
35% of AP’s GSDP is agro-based. We promote aqua zones, horticulture, agri-processing, and global brands like Araku Coffee. We’re developing 175 industrial parks in 175 constituencies, backed by cluster-based skilling and tourism infrastructure to create 50,000 hotel rooms in five years.
On Amaravati Construction:
We launched the National Academy of Construction and started India’s first equipment bank. Phase I of Amaravati will be completed in three years, including an international airport and world-class infrastructure.
On CSR and Youth Empowerment:
Empowering youth is central to our vision. When I was jailed unjustly, tech professionals in 80 countries protested. Don’t just seek jobs—become entrepreneurs. Our Global Leadership Centre will create a cascading effect of change-makers and global citizens.
On Competitive Federalism:
We offer proof of concept. Through viability gap funding, new models, and proactive handholding, we ensure entrepreneurs succeed—even in challenging conditions. Public policy matters deeply.
